I have found drilling through the typical plastic the anchor with a bit smaller than the anchor will allow it to collapse and be pulled out of the wall without tearing, and leaving a smaller overall hole than pounding them through the wall.Rather than removing anchors, I usually bash the anchors in a bit with a hammer so that they sit behind the surface of the drywall...Helps avoid tears in the drywall paper.
Then I press spackle into the hole to restore roughly full thickness. While not necessary, I just don't see a reason to stop at the minimum to make the surface flush.
