We do a few things.
We often use Viator in foreign cities and go on various tours...most often food. They are almost always neighborhood places that we would have never found.
We often travel with Overseas Adventure Travel (OAT) that has cultural experiences such as having meals with families...we have had meals or talks with everyone from women in a Muslim country to discuss the wearing of the hijab (one did and one did not.) We met with a nomad woman who was raising children in the Sahara. We met with Coptic Christians in Cairo. There were at least 5 other experiences like this.
In Africa we had similar experiences in a villages such as visiting schools.
None of this this allows us to be immersed in the culture, but we do get a taste of it.
