And you are certain of this despite the fact that they know every permutation of their coverage and reimbursement policy behind the numbers and you don't?

ok.
Part of my example:
The plans have cover all the same items at the same rates and have the same network.
Is your contention that in your example and in real life, one has read every single page of Medical Policy and Clinical Utilization Guidelines (including Pharmacological) for every ICD-10 and CPT codes for both the HDHP and non-HDHP plans? Afterwards, has one read every word of the policies?

If having done both, and all are same word for word, then ok.

If not, and one is making a decision based on the numbers given to you by the HR handout/webpage, then it's analogous to buying a car only because you like the color. No judgement if that's your thing. I just don't buy my car that way.
