Personal Consumer Issues • Hawaii Rental Car Rates - Back to Covid-era Craziness?

I just checked OGG and a 5-day rental next week shows the cheapest car (a compact from Avis/Budget) at $473 (=$95/day) on Costco Travel. How are you getting $289? Thrifty wasn't even shown as an option. Dates entered were Jan 6 thru Jan 11.
I used Priceline: for those dates, I get $273 for 5 days in a standard size (VW Jetta or equivalent) from OGG. This is a non-refundable price, and you don't know the agency until booking but the possibilities are Dollar/Thrifty (same company), Budget, Alamo, or Sixt.
Also, isn't getting a non-refundable booking now contrary to your other advice to get a refundable booking and watch as prices change over time?
